President, SPMS EPE, Ministry of Health, Portugal
Henrique Martins has been President of the Board of SPMS EPE, the shared services and digital health/information technology (IT) authority of the Ministry of Health, since 2013. Prior to this post, he served as Adjunct for Health IT to the Portuguese Health Secretary of State. He was responsible for setting up the Health Information Sharing Platform for electronic health records, electronic prescriptions and clinical informatics. Martins is the Portuguese representative at the eHealth Network, and has been elected Member State Co-chair since May 2018. He also coordinates joint action with the European Union Health Policy Platform.
Martins previously worked as Chief Medical Information Officer at Hospital Fernando Fonseca. He also worked at the Centre for Investigation and Creativity in Informatics, where he supervised projects in robotics, mobile computing, database exploration and intelligent systems. He presently teaches health management, leadership and medical informatics in Portugal and abroad.
Martins has a doctorate from the Judge Business School at the University of Cambridge, United Kingdom, where his thesis focused on the use of mobile information and communication technology in clinical settings. He has produced several publications in the area of mobile computing in health care, and many conference presentations and keynotes on digital health.
