Vice-Minister of Healthcare, Kazakhstan
On 6 June 2018, the Kazakh Government appointed Olzhas Abishev Vice-Minister of Healthcare. He is also a professor of digital data at the Academy of Public Administration under the President of the Republic of Kazakhstan. From December 2015 until his appointment in the Ministry, he worked in the Republican Center for Electronic Healthcare, first as a Deputy General Director and later as General Director.
Prior to this, Abishev worked as a consultant at the Medical Center Hospital of the President’s Affairs Administration, as a cybersecurity consultant at the Ministry of Defence, as Chief Information Officer at National Medical Holding, as Managing Director of Astana Innovations, as a consultant at the Center for Medical Technologies and Information Systems, as Principal Analyst at National Information Technology, as Head of Department at Kazakhstan Gharysh Sapary, as an assistant professor at the New University for Regional Innovation in the Republic of Korea, and as Senior Research Engineer at Man&Tel in the Republic of Korea.
Abishev is a member of Digital Government of the Republic of Kazakhstan. He received his master’s degree and doctorate at Andong National University in the Republic of Korea. Over the past 15 years, he has published over 20 scientific research publications in the field of information and communication engineering. In 2008, the United Nations Educational, Scientific and Cultural Organization (UNESCO) awarded Abishev for his contribution to science development in the Republic of Korea.
