Time to Care: AI-Supported Nursing Documentation for Norwegian Municipalities

The Time to Care project, led by Grimstad Municipality, is a collaborative innovation project that will systematically develop, implement and evaluate user-centered, scalable speech recognition technology (SRT) and artificial intelligence (AI) application for documentation and coordination, that are aligned with both clinical realities and strategic goals of municipal healthcare services. The project is structured into four iterative steps that gradually introduce AI-based functionality starting with mature technologies and progressing towards more complex capabilities.
Throughout all the phases, feedback from nurses and case workers in Grimstad and Arendal municipality will be collected to define functional requirements and ensure that the SRT models and AI applications reflect actual workflows and documentation needs in municipal practice. Also involving feedback on iterative testing of the applications in real-life scenarios, regarding usability, professional relevance, and seamless information flow.
Mål
The primary objective is to develop and implement safe, AI-based technologies that support healthcare professionals in documentation and coordination processes. This includes reducing time spent on documentation, improving data quality, enhancing accessibility, and strengthening interoperability across municipal healthcare services. Secondary objectives: providing the legal, ethical, and responsible use of AI; generating empirical knowledge on speech recognition technology in clinical practice; developing an interoperable AI application tailored for municipal healthcare; and establishing secure, scalable test environments. Additional goals include exploring advanced AI interaction methods, building domain-specific knowledge to foster innovation, enabling safe and bi-directional data exchange, and ensuring user-centered, sustainable implementation. The project also emphasizes securing knowledge transfer, robust project administration, dissemination of results and a roadmap for scaling.
