Irina Javakhadze

Acting Head at the Health Policy Department, the Ministry of IDP from the Occupied Territories, Labour, Health and Social Affairs of Georgia

From 2022 till present, I am currently employed at the Ministry of IDP from the Occupied Territories, Labour, Health and Social Affairs of Georgia Acting Head at the Health Policy Department. One of the main structures of the Ministry is the Health Policy Department, whose main directions and functions are: Health care policy determination, Coordination of state health care programs, Development of mechanisms of regulations , Primary Healthcare and Medical Infrastructure directions, Maternal and child health directions etc. I represent the Ministry in various commissions and councils.

From 2003 to 2022 I was at the Ministry of Finance of Georgia, between them, more than 15 years at the Budget department I coordinated Budget process in Health and social sphere (include: State and donor funding, expenditure; programs; targeted grants etc); I was there in 2019-2021 LNCT- Learning Network for Countries in transition (immunization) Steering Committee Chairperson and 2016-2022 also I was CCM countries coordination board member (HIV/AIDS, TB and Malaya in Georgia). 2020 - 2021 Local PFM Expert - Curatio International Foundation CIF - in the World Bank project "Public Financial Management Mechanism in the Georgian Health Sector";

I am currently studying for a PhD at the Faculty of Economics. I am working on the topic of the efficiency of macroeconomic policy analysis in the budget process of Georgia (small government, cost efficiency)..

I am Master of Business Administration (Ilia State University, the faculty of Business); Bachelor of Finances and Banking (Ivane Javakhishvili Tbilisi State University, the faculty of economics).

I have successfully completed courses: Public Finance Management (Universities Leiden MATRA Rule of Law Training Programme); Macroeconomic Management and Fiscal Polisy (joint Vienna Institute course at Vienna organized by IMF; Building Health systems for the future (WB Global Flagship Course on Heath Systems Strengthening); WHO Barcelona Course on Health Financing for Universal Health Coverage (issyk-kul Kyrgyzstan, WHO Summer School); Health Systems Strengthening for Improved TB Prevention and Care (Spain Barcelona, WHO-s course) etc.

From 2021 till present Assistant Professor of economics- Georgian Institute of Public Affairs.

Since 2015 till present a member of editors board and author of numerous articles at International referred Scientific-Practical Magazine ‘’Forest Informer’’, also invited lecturer at Business School at Ilia State University (My lecture courses are: Basics of the budget system of Georgia and Public finance management. I am also PFM Expert.
