Phuong D. Ngo mottok sin Ph.D.-grad fra Purdue University i USA, innen intelligent kontroll. Han er seniorforsker innen helseanalyse ved Nasjonalt senter for e-helseforskning. Forskningsområdene hans har fokus på robust og sikker kunstig intelligens ved hjelp av maskinlæring og kontrollteorier. Spesifikt har forskningen som mål å skape intelligente kontrollere og støttesystemer for beslutning som kan brukes innen helseomsorg, for eksempel kunstig bukspyttkjertel for pasienter med diabetes type 1 og et støttesystem for kliniske beslutninger for pasienter med multimorbiditet.
